Afternoon 31/5/2012, Vice Minister Cao Lai Quang and representatives of department of the Ministry of Construction met with Mr. Wieger D. Otter - Vietnam Director of the Energy Group Synova (USA) discussing the BOT project to build waste treatment plant in Soc Son District, Hanoi.

At the meeting, Mr. Wieger D. Otter recognized that not only Hanoi, but many other major cities of Vietnam are facing an enormous challenge of handling solid municipal waste. Hanoi with over 7000 ton per day of waste and running out of capacity on its landfill sites faces social and economical pressures to address this growing problem. Therefore, Synova Group has proposed to assist Hanoi authorities and will start developing a feasibility plan for the investment of a waste treatment facility. Through a close corporation with the Ministry of Construction, Synova Group will propose a solution both economical feasible, environmental neutral and consistent with requirements and legal boundaries of Vietnam. According Wieger D. Otter, the waste treatment technology of Synova does not require waste separation at source. The treatment plant, will address both organic and inorganic materials and convert the waste into a coal replacement fuel to be used in power-plants or other large energy consumer manufacturing facilities like cement kilns. With this technology, the waste will be treated up to 90%, the remaining 10% consists of inert like discarded bricks, stone, sand which after crushing can be used as backfill or road base. The waste water will be treated separate and should not affect the environment by leachate.

Speaking at a meeting with Mr. Wieger D. Otter, Vice Minister Cao Lai Quang Synova Group welcomed the investment proposal to build waste treatment plants in Vietnam presently under state management of Ministry of Construction. In recent years, the collection, transportation and disposal of solid waste in urban areas of Vietnam has made progress but there are many shortcomings: limited investment resources, confusion in selecting technologies. Therefore, the Ministry of Construction very much welcomes support from foreign investors. With regard to the specific project in Hanoi Vice Minister Cao Lai Quang said, that the decision will be at the hand of the respective departments under the People's Committee of Hanoi City. MOC is the state agency in the field of solid waste management and will facilitate the mechanisms and policies to help investors implement the project in accordance with the guidelines of the Government of Vietnam. Vice Minister Cao Lai Quang and Infrastructure Affairs Department will act as the focal point, monitoring, consulting and assisting the Synova Group during project implementation. /.
